What we do, why it works the way it does, and where we go from here

■ 1. The Mission
Everyone reading this knows the airtanker mission, most of you from the cockpit, so I’ll keep this short. What matters for this document is the environment we are training people to command in. Conditions over a fire change from sortie to sortie and from hour to hour (wind, column behavior, terrain, traffic, and the fire itself), and every drop is flown heavyweight, low, and slow in the middle of all that movement.
Training a pilot to command in this environment is a different problem than training a pilot for anything else. That problem, and how we solve it, is what this document is about.
■ 2. The Training Problem
Every pilot who comes to us comes from a world of curricula. Flight schools, airlines, corporate departments, and the military all train the same way: a syllabus, a task book, known hour gates, a defined next maneuver, and a checkride at the end. It’s a good system, and pilots build whole careers inside it. It works because the training environment can be controlled. The instructor picks the lesson, schedules the scenario, and repeats it until it’s learned.
Airtanker training can’t be built that way, for three reasons. None of them are choices we made; they are the nature of the mission.
Training happens on real missions. There is no practice fire. The retardant has to go where it’s needed and the airplane has to stay safe, every time, so the instruction rides along on live operations. The instructor still delivers the lessons, but from whatever the day serves up, and reading the conditions and pulling the lesson out of the mission at hand is the instructor’s craft.
Nobody controls the sequence of difficulty. A candidate’s first fire might be the most intense fire they ever see. Every other program in a pilot’s career builds difficulty from the foundation up to meet the student where they are. In this mission, the order and intensity of what a season brings is not ours to schedule.
The right answer keeps moving. The same fire on a different day, in different conditions, calls for a different response, and what was correct yesterday can be exactly wrong today. A task book can inventory skills, but it cannot certify the judgment to apply them in conditions nobody has seen before.
The natural question, and everyone coming from conventional aviation asks it, is why this can’t be run like a task book: a complete list of everything a pilot needs to demonstrate, each item signed off by an instructor, and a filled book equals a qualified pilot. It’s a fair question, and half of it is right. A task list is exactly the right tool for coverage, meaning the guarantee that nothing gets missed and that every candidate has been trained and observed on the full set of knowledge and skills, with a documented trail. We use one, and every training mission in this program is documented on the federal gradesheet against exactly that kind of item list.
Where the task book fails is as a finish line. A signature certifies that the candidate performed the task in the conditions that existed that day, and in this mission the conditions are the whole problem. A drop accuracy sign-off earned on a quiet grass fire in light wind says very little about drop accuracy in a canyon with the column bending the wind, so a filled book certifies exposure, not transfer. Command over a fire is not a sum of individual tasks anyway; it is all of them at once, under compression, in conditions nobody has seen before, and no line item captures that. A completion-based book also changes behavior in ways we don’t want. It fills up in one direction, so the candidate experiences it as a countdown, the last signature becomes a paper argument that a card is owed, and quiet pressure lands on instructors to sign items instead of defending judgment. In a mission where the cost of a not-quite-ready captain is measured in aircraft and lives, a qualification system a person can argue their way through is the wrong system.
The federal system reflects all of this, and it is worth looking at closely, because the government built the task list and then deliberately declined to make completing it the qualification. The interagency standard is a structured list of knowledge, risk, and skill items, graded on a federal gradesheet, and it sits on top of firm experience minimums (flight hours, fire missions, recency). But certification does not come from filling the list. It comes by evaluation, with the requirements for an initial attack upgrade counting missions of varied complexity on actual fires, observed and recommended by qualified aerial supervisors, and the final call resting on the in-person judgment of an agency Inspector Pilot. The airlines ran the same experiment from the other direction and reached the same conclusion; the industry that perfected the task book moved to evidence-based training precisely because completed boxes kept failing to predict line performance. Decades of experience across both worlds settled on the same design: the task list is the floor and the evidence trail, and the readiness decision is a judgment made by experienced evaluators over the whole record. Our program is built on the same foundation.
In other words, time in the environment isn’t padding and it isn’t a hoop. It is the mechanism that builds judgment, and the task list exists to prove coverage, not to declare readiness.
■ 3. How Coulson Trains Airtanker Captains
What follows is the pathway the way we actually run it. It has never been fully written down before (it lives in our instructor cadre and in the culture), and putting it on paper is one of the reasons for this document.
The right seat. New pilots generally arrive one of two ways: with deep experience in the aircraft type but little or no fire background, or with real fire experience (air attack, other fire aviation) but less time in type. Both get instruction on the tank system and on the aircraft in this environment, fly a handful of training flights with an experienced captain at spring training, and get carded as first officers (AKC). The airtanker right seat is one of the busiest in the industry, and the first fifty missions go to orientation, though it looks different depending on how you arrived. The high-time pilot isn’t hunting for switches; they are working to grasp the mission itself, the radio traffic, who is talking to whom, and what the tactics mean. The fire-experienced pilot knows what’s happening on the fire but is pedaling hard to keep up with the aircraft and the crew environment. For both, the sensory experience is brand new (an airplane they may know well, suddenly in terrain and smoke, with the Fire Traffic Area unfolding around it and tactics layered over the radio), and the early work is integrating all of it at once. Either way, at around fifty missions they have a real working sense of what is going on, and at around a hundred they have become a genuinely participating crew member. Somewhere around two hundred to two hundred fifty missions the deeper capacities arrive: an intuitive feel for the airplane’s energy state, a sense of what a reasonable exit looks like and when a go-around should happen, a sense of when the hair on the back of the neck should be standing up. That point, roughly 200 to 250 flight hours in the mission, is where upgrade becomes a realistic conversation.
Selection. Entry into upgrade training is based on merit, not seniority: learning rate, attitude, aptitude, and demonstrated airmanship, drawn from the reports of both the line captains and the instructors who fly with the candidate every day. Pilots who arrive with relevant prior experience (leadplane, air attack, helicopter fire operations, or previous time in the right seat of a large airtanker) can move on an accelerated basis, because they are transferring judgment to a new platform rather than building it from zero.
The left seat. Selection conversations usually take shape toward the end of a fire season, and the following spring training, which is the one window with the time and aircraft availability to dedicate flights to training, is where the candidate flies the left seat for the first time in a controlled training environment instead of over a fire. From there they enter the season as an upgrade candidate (AKPT) flying under our training captains (AKTPs). The early left-seat period follows a pattern every instructor knows, and it’s worth being plain about it because it is human nature, not ego. Watching experienced captains do the job from the right seat, it is natural to assume the job is somewhat easier than it is; that is how observation works in any field. It usually isn’t until a pilot performs the role from the left seat for the first time that the difficulty really lands. The radio gets harder, the Fire Traffic Area feels different in their hands, energy management becomes a fight, and even routine calls take effort. This stage is expected, normal, and valuable. With the difficulty now in context, watching the training captain becomes a far more powerful way to learn than it was before, often more powerful than it has ever been in that pilot’s career. This is one of the reasons the training captain deliberately takes the first dispatches to any new fire: besides checking that the fire’s complexity suits where the candidate is, it puts the candidate in an observation seat they are newly equipped to use.
From there, competence shows up in a known order. Radio work steadies first, then orbit discipline and the work with the leadplane. Energy management (thrust, descent profiles, speed control) is almost always the last thing to fully gel, and our instructors treat it that way. The 737’s speed and energy characteristics make this part especially demanding, enough that we have largely moved away from using that aircraft for initial upgrade training. As consistency builds, the instructor lets the candidate start taking initial dispatches from the left seat, and their share of the flying grows. Through all of it, how the missions get divided remains the training captain’s call, for reasons worth stating out loud. Instructors have to fly to stay current themselves, especially in slow stretches. Some candidates need deliberate time observing from the right seat, which is a skill of its own. Some need a mission or two off the microscope to recalibrate after a rough day. We trust our instructors with those calls, and that trust is part of how the program works. As the fire hose eases, the candidate also starts absorbing the captain’s ground duties: daily reporting, fuel, flight planning, and working with the maintenance team.
Matching instructors to the stage of training. Our cadre is made up of nine AKTPs, and each one brings a different temperament and a different set of strengths. Some are natural primary instructors: articulate, nuanced, approachable, the kind of instructor a new candidate will confide in and who can serve as the candidate’s advocate while they find their footing in the program. Some are at their best offering a more critical eye, better suited to evaluation than to primary instruction. And some have a discipline the rest of us admire: the ability not to over-teach, giving the student room to arrive at decisions on their own and, within reason, to make mistakes and learn from them. None of these styles is better than the others. They are better at different stages.
The design plays to that. A candidate starts with a primary instructor while they learn the basics, for consistency and confidence. Once the basics are in place, they move to an instructor who gives them more leeway to explore techniques and try things on. From there they move again, to a different instructor with a different set of techniques, for polish. And when they are fully prepared, they move into the evaluation stage, which is anchored by a small group of final evaluators, a list of roughly three drawn from our most experienced instructors; a candidate flies with one of them before the final recommendation for an initial attack card. At every card along the way, the decision to proceed is made by consensus of the training captains the candidate has flown with, together with the Chief of Training. We have been operating this way for years, informally. Part of the work described at the end of this document is formalizing it: keeping a current picture of each instructor’s strong suits and pairing candidates to them deliberately rather than by habit.
The captain’s card. When a candidate is consistently making sound flight-planning decisions, handling the performance work, running the crew well, and slotting in smoothly with the leadplane over the fire, the instructors and captains who have flown with them confer, and the candidate is recommended for their first agency evaluation: the carding flight for an airtanker captain’s card (AKP), flown with a USFS Inspector Pilot against the federal contract’s experience minimums and the interagency evaluation standard. That card means the candidate has command of the fundamentals of the mission, with refinement still to come.
There is a choice we make here deliberately, and it is worth highlighting. Federally, a pilot at this level can fly missions, but only under the supervision of a leadplane. We do not send captains out on that basis. Leadplanes are scarce and in demand across the whole system, and a captain who needs one is a constraint on everybody. The standard among our industry’s better operators, and our firm policy, is that a Coulson captain deploys only after earning the initial attack card (AKI), fully capable of operating without aerial supervision. We deliver finished captains.
Initial attack. The last phase is the most demanding. The candidate now announces themselves as an initial attack candidate on every mission and, under the federal requirements, starts building a body of observed work: at minimum twenty-five missions on active fires under a training captain’s supervision, each documented and observed by qualified aerial supervision, across varying complexity. In practice it takes most candidates something like seventy-five to a hundred missions in this phase to be truly ready. The refinement here is fine-grained. Energy management gets polished to consistency, go-around decisions are made confidently and owned by the candidate, and the full set of captain’s ground duties is carried without prompting, while the candidate builds their own working relationships across the aerial firefighting community at large. It is a big community, and a captain works inside all of it: agency personnel, aerial supervision, other tanker crews, tanker bases, and our own maintenance teams.
Toward the end, when the training captain judges the candidate ready to manage other traffic in the Fire Traffic Area, the program sets up something few people outside this industry ever see: fully engineered initial attack scenarios, staged on real fires with the cooperation of the whole aerial firefighting community. Ground personnel play the incident commander and pass objectives straight to the candidate. Other aircraft take part, and the leadplane flies as a tanker. The candidate runs the entire operation end to end. They size up the fire, organize the airspace, brief arriving aircraft, and put the retardant where it needs to go. Three separate scenarios, each observed by a qualified observer, and each satisfactory performance produces a written recommendation. With those letters in hand, the candidate spends several days of busy fire activity flying with one of our most senior evaluators (a final imprint of the way we do things), and then the program requests the initial attack carding ride with an agency Inspector Pilot. Pass that, and the candidate has an initial attack card (AKI) and command of a Coulson airtanker.
The time it takes. The rhythm of this pathway is set by the fire season itself. Spring training is when the time and the aircraft are available for dedicated training flights, so that is where the transitions happen, and the season is where the experience accumulates. A typical aerial firefighting pilot flies about 180 to 250 hours a year, and in this mission those hours are the training.
An ideal run looks like this. A strong first officer who stays busy through a good season can get close to the experience benchmark in the first year. At the next spring training they fly the left seat for the first time and go into the season as an upgrade candidate, and that season is the bulk of learning the basics: less than half the flights early on, closer to seventy percent as consistency builds, on the order of a hundred left-seat missions by the end. If the candidate is capable, the fire activity was there, and the pace of training let the instructor share enough of the flying, they are ready for the captain’s (AKP) carding flight at the next spring training. They go into that third season as an initial attack candidate, where another fifty to seventy-five flights of refinement and polish typically follow. Here a contract definition matters: an observed mission is not a sortie. A mission is a different fire entirely, or a run different enough that it counts as new, so getting twenty-five observed missions of genuine variety can easily take eighty to a hundred sorties. The three letters have their own dependency. A leadplane cannot write one without seeing a full initial attack scenario, and those can only be staged when there is enough fire activity to provide real fires but not so much that the community has no capacity to set them up. When all of that lines up, the initial attack card comes in late August or early September of the third season.
That is the ideal: roughly three years, with every condition cooperating. Three to five years is the normal range, and the difference between the two is rarely the candidate. It is fire activity, seat availability, instructor currency, and how well everything above lines up. The years are not a requirement anybody imposed. They are the time it takes to put a pilot into enough varied, real situations that their judgment can be trusted with an airplane, a crew, and a fire nobody has seen before.
The simplest way to say all of this is how it gets said inside the program: you can have every ingredient in the pot and still not have stew. If it hasn’t cooked long enough, if it hasn’t come together, then it hasn’t come together, even with every ingredient present and accounted for. The one who makes that call is the chef, because the chef understands the intent, not just the recipe. In this program, the instructors and the final evaluators are the chef. The milestones, the observed missions, the letters, and the evaluations give them evidence, but the final judgment is still a human one, and we keep it that way on purpose.
■ 4. Where the Program Stands
The program I’ve just described works. It has produced the initial attack captains flying our airtankers today, it satisfies the most demanding evaluators in the industry, and its structure would look familiar to any experienced operator in aerial firefighting. But an honest account includes where we have fallen short of our own standard, and why.
The root cause is simple: the program grew faster than it was written down. Our fleet expanded quickly, and our crews operate spread across bases, contracts, and hemispheres, often for whole seasons. Under that growth, instructor approaches evolved independently. These are capable people, each teaching the mission well, but not always the same way, on the same rhythm, or with the same emphasis, and because the program had never been written down there was no common reference to align to. The pathway lived in the culture, which meant a candidate’s experience of it could vary with which instructor they drew, which base they sat at, and which season they caught.
The effects are what you would expect. Candidates in the middle of training have not always been able to see where they stand or what comes next, and an unwritten process, however sound, reads as arbitrary from the inside. Training momentum has sometimes been interrupted by operational demands without the interruption being explained for what it was. And the consistency between instructors that a program of this quality deserves has not been guaranteed by anything except the professionalism of the individuals.
None of that is a flaw in the pathway. It is the natural cost of rapid growth on top of an unwritten program, and it is fixable, because the fix is writing the program down, aligning around it, and leadership attention. That is what comes next.
■ 5. Where We Go From Here
The response is already moving, on several tiers.
Leadership. As Chief of Training, I am taking direct ownership of fixed-wing training delivery, not as an administrative function but as an operating one. That means a regular standardization rhythm with the AKTP cadre, staying personally close to every upgrade candidate’s progress, and being the point where training priorities and operational demands get balanced deliberately instead of by default. The first cadre-wide standardization meeting is already on the calendar.
Alignment of the cadre. Our training captains are the program. The work with them is to put our shared approach on one page: common expectations for briefs and debriefs, common language for the milestones in this document, and a shared, current picture of every candidate, so that a candidate’s progress doesn’t depend on which instructor they draw and nobody restarts from zero when instructors rotate.
Writing it down. This document is the first tier. From it we will distill a concise training ethos for the instructor cadre, and from that, an orientation for pilots entering the program, so a new first officer understands from day one what this training is, why it works the way it does, and what “ready” will look like at each stage. The confusion that comes from an unwritten program ends by writing the program down.
Objective scoring. A grade on a mission training form needs to mean the same thing no matter which instructor assigns it. Part of this work is developing a rubric for scoring the Exhibit 19 mission training forms, so that the instructors are operating from a common baseline, paired with a standardized debrief structure so that feedback reaches the candidate in one consistent, unified way.
Records and visibility. We are implementing an electronic system for our training forms and records. Training records will be centrally held, every training mission will be documented consistently, and a candidate’s progress will be tracked through the whole training process, visible to the candidate, to their instructors, and to leadership. It also gives us real metrics for the first time: how candidates actually progress, where they stall, and what the pipeline can produce, which is what we need to plan crewing against fleet growth instead of estimating it.
Candidates. The people in training are owed two things the program hasn’t always given them: a clear picture of the path, and an honest explanation when operations interrupt it. Both are commitments of this effort.
The program in this document was built by experienced people solving a hard problem well, over many years. What it has lacked is not quality; it has lacked the writing down, and that is the cheapest, highest-leverage improvement available to us. This document is the start of that work, and it is meant to be improved by the people who deliver the training every day. I welcome every correction, addition, and challenge.
